There are other institute specific entrances as well in order to pursue M.Tech other than GATE. But, it would be advisable to opt for M.Tech after clearing GATE exam as it opens more doors of esteemed universities such as IITs, NITs, IIITs etc.

Sorry i would not be aware of the fee plans being offered by the given institutes and they are always subject to change. It is best to check while joining, though they are certainly much higher than your given range. I would suggest you to either change your range (and once you start earning maybe later on take up animation), or change your aim to web design or graphics or alternatively look at self learning as an option. However, like always I would say that nothing but your innermost talent and passion should lead you to the course and the institute you choose. Go speak to people over there and see if you like their philosophy and they change your perspective. Try their website for more details. - Generally, candidates join lateral B.Tech course after completing diploma in any engineering field to get direct entry into the second year.
- To take admission, there is Lateral Entry Entrance Test or LEET which is conducted at state level. Some colleges and universities too conduct their own lateral entry tests.
You may directly contact the university officials as lateral entry criteria and admission procedure differs from one college to another.
