It is very tough for you to get admission in any good college with good ratings including, faculty, placement, environment, affiliations, etc. due to your very low percentage in class 12th. However, you can get a private colleges in any state or country with average ratings.

You should either do Diploma engineering or Diploma in pharmacy. You can do Diploma in either electrical or mechanical engineering after Diploma engineering. You can also pursue B.Tech. There are many job opportunities available for Diploma and B.Tech students.

Hello,
Your marks are too low and it creates problems for your higher studies abroad. First thing that you can do is repeat your class 12th if possible and if you dream is to study abroad then I suggest you to first complete your UG from India and after this, you can pursue PG abroad.

The eligibility depends on the type of course that you wish to pursue, the details of some courses is stated below:
Diploma Class 10th pass from a recognized board with minimum 40% marks.
Bachelor's Degree: Class 10+2 examination with at least 50% marks.
Post-graduation degree: Bachelors degree from a recognised university with at least 45% marks.
Graduate & PG programs may also require you to appear in entrance exams such as NCHMCT, AIMA UGAT, E-CHAT etc.
