The higher the percentile you have the better. Different universities have different criteria and universities generally do not list out specific cut-offs . Admissions are profile specific and also depends on how selective the university is and you wouldn't know the kind of applicants you will be competing with. US universities typically looks for all-rounders, hence in addition to excelling in your studies you must also work on developing your extracurricular activities , research work, internship and so on.
