NIOS subjects are easy compared to State Boards and CBSE. And NIOS HSc certificate is equal to State / CBSE Boards. So higher education is not a problem.

The requirements vary, since you already hold a Masters degree in HR, getting entry into a double degree in the same field will not be easy. Unless you want to pursue MBA, in that case you must take GMAT or GRE and TOEFL. It will be wiser if you contact the desired universities directly before applying.
