Hi,
If you mean Company Secretary (CS) then it is a professional course which is managed by the Institute of Company Secretaries of India (ICSI)
For pursuing this program the minimum requirement is 10+2 or equivalent examination. Graduates and post graduates who have passed final exams of ICWAI or ICAI are also eligible for this program.
After +2 a student is eligible to take the Foundation Course. Examination can be taken twice a year, in June and December.
Candidates who pass the Foundation examination are eligible to seek registration as students to the Company Secretary ship Course.

I hope you are talking of ITIs. they are good for skilled engineering and allied trainiong. You may also try to get certificates and diploma in engineering in international institutes if finances permit.
