Don't select the university based on their ranking. Normally if the University offer research PhD in your area of study, that is the best University you can select. This is because some university got ranking in one subject, which may not related to you. When PhD is offered they offer good scholarship and stiphen to do your research. normally this money is coming from the Industry who sponsor this study. When university has close relationship with industry, they will know the latest in the filed.
