It depends on the institute from where you choose to do your degree or course in Fashion Management. If this programmes is offered through a Design Institute, there may be a creative component involved (though not necessarily sketching and painting). If the course is offered through a Management Institute, this component may be even lesser. That said, in my personal opinion, for a degree or certification in Fashion Management, you don't need to know how to draw and paint, but you must have a sense and understanding of Fashion and Aesthetics.

Currently in India, a course in Fashion Management is offered at the various NIFTs, Pearl Academy, ISDI Mumbai and a couple of other private institutes. IIMs occasionally offer short programmes on Luxury Management, Retail Management etc. Which have a strong component of Fashion or allied sectors. You can also explore the Institute of Apparel Management in Gurgaon for various programmes related to fashion management.

To be a good designer, a formal education does help, but, to be a good designer you need to be a artistic/visualiser, someone who sees this world from a very different lens, rather than zeros and ones. Also, a very important factor to be a good designer is/are not software/s but how well can you think/visualise from everybody else, how well do you understand your audience and their requirement and design accordingly
