After diploma in mechanical engineering you may join lateral B.Tech course and can directly enter into the second year.
Below is the list of colleges offering lateral entry through correspondence mode :
-JNTU-SCDE
-Acharya Nagarjuna University
-IGNOU
To take admission you may directly contact the university officials as lateral entry norms differ from one university to another.

Why dont you consider PG in Infrastructure Business Management? ME or MTech is for people who want to be in technical field or research or teaching. if you are interested in those, the Mtech ME wil be good. Otherwise you can explore Infra sector for managerial positions in Power, Telecommunications, etc.
