Hello Teju,
Each state has its own board which administers admission process after 10th. It's a three years course and after completion you are awarded diploma. Diploma in turn is deemed to be equivalent to 12th by many Institutions. You can get lateral entry in 2nd of engineering also.

You have not mentioned which stream are you comparing with Engineering with respect to PO. Probationary Officer job in banks is very prestigious job equivalent to IAS or IPS etc. Chairmen and board members of all Public Sector Banks raise from the rank of PO only. It is an excellent career option.
