No, it's not possible because it is very exceptional to get IIIT Bhubaneswar with 83 percentile in JEE Mains because the IIIT Bhubaneswar cut-off are very high for admission. It generally requires 90 percentile but if you are from SC ST category, you may have a chance to get a seat till the last round of seat allotment. But you can try for admission in IIIT Baghalpur, Kottayam, Ranchi they have relatively lower cutoffs also there are some NITs which offers admission with lower cutoff ranks.

No there is no chance that you get a fee reimbursement in VIT Amravati for the rank 144659 in JEE Mains because you took the admission so you have to pay the fee
