Yes ,you can, but please remember that getting a good university is not only about work experience but also about academic scores, responsibilities handled during work experience,test scores,recommendation letters and strength of the statement of purpose essay.
As for GRE scores,different universities have different minimum eligibility.Generally speaking, 160+(650/700+ out of 800 in the old GRE pattern) in math and 150+ (450+ in the old GRE pattern ) in verbal and a 4.5/5 in GRE essay section can be considered decent scores
As for IELTS,again different universities have different minimum eligibility.Generally speaking, 6.5 to 7
