Hi amit,
You have completed your first year. so its a bit difficult task to chane the college now.
A student can change the college in the first year only through the procedure of internal sliding.
After completing first year its bit difficult to change college, as many colleges do not support this practice.
Changing college creates problems for the examination department, and to save themselves from this headache they do not let students change colleges after first year.

I can totally understand your dilemma in this case as I have been through the same.
Now, you need understand that there are two important things to consider while seeking admission.
(i) A branch of your choice but from a not so good institute = Not much value.
(ii) A not so demanding engineering branch from a good institute= Not much value either.

Govt. colleges
1)Jadavpur University

Private Colleges (ranked in descending order)
