To study chemical engineering, 10+2 science with physics, chemistry, maths is mandatory. Unfortunately, with PCB and no maths, you cannot pursue chemical engineering. You will be eligible for chemistry degrees.

There are indeed many opportunities for students with science stream, but at first, you'll need to complete your graduation degree. You can apply for B.Tech, B.Sc, BDS or even MBBS. However, completing your B.Com graduation is most important since a graduation degree in commerce opens the doors for admissions to a number of courses.

As far as I know, CCNA & CCNP both have good scope. You have to do the first CCNA after that you can do CCNP to grow your job profile. A lot of friends have done both certification course from Koenig-Solutions.com

Maths is compulsory for BBA in DU, but you could apply in other colleges, but don't worry there are many colleges where you could take admission.
