To pursue B.E. / B.Tech :
- You need to complete 12th with minimum 60% (Physics, Mathematics and Chemistry) from recognized board to join good college. However, they are colleges which take students who have scored 45% - 50%.
- You need to appear in entrance exam.

Your percentage though is not high, it is good enough to apply for some of the universities and colleges.
Your visa is not dependant on getting the required percentage. The final visa decision is based on multiple parameters such as your academics, financial evidence provided, relevance of the course, IELTS Score, gap year in studies if any and so on.
So depending on the course that you want to pursue, start preparing for the IELTS and any other additional exam - such as the GRE and then work on your financial documents side by side. If the case file is submitted in a proper manner, there is no reason why you should not get an visa.
