Your rank is good. You will even get IT branch in BIT-Mesra which is again a good college. You may opt for that college. But again, you will definitely get much better colleges than that. Apply accordingly.

After successfully completing Civil Engineering Diploma one can directly pursue the following Advanced Diploma courses.
Advance Diploma in Drafting and Design
Advance Diploma in Structural Design

Thapar University does not offer B.Tech but offers BE and by B.Tech ME I assume you are talking about B.E. mechanical engineering (B.E. MEE).
It is one of the best and oldest departments of Thapar University with very good placements and curriculum. I think you should go for it.

Dear aspirant, Glad to meet you. Higher Secondary Education is the minimum educational qualification for B.Com. Candidates who have not completed Higher Secondary Course can do Bachelors Preparatory Programme offered by IGNOU and can join B.Com in IGNOU. There is no age limit for Bachelors Preparatory Programme. Duration of this course is 6 months to 2 years. There is no upper age limit for B.Com in IGNOU. It is not possible to apply for B.Com without having completed 12th. No university will give you admission for B.Com with Diploma in Engineering degree. This is completely out of the picture. Hope it helps.

Think DDS/ DMD or the residency in dentistry would be the best option to study abroad post BDS. As unlike in India, dentistry is one of the most respected profession in western world.
