It's depends on university or college whether they will allow you or not. But, doing both ITI and B.Sc simultaneously will totally waste of time. B.Sc is best in both. According to me, you should do only B.Sc at a time and try to get good marks in it.

From a ball park point of view, it should cost you from Rs. 3 lacs to 5 lacs.
