Hi Rash,
Please specify the field you want to pursue a Post Graduate Diploma in, a degree, diploma or Post graduate Diploma would hold value according to the field you choose. If you choose a field in which you hardly find any degree courses then the next best option would be PG Diploma or Diploma. Moreover, it will also depend on the fact that what is your Educational Qualification before going for a PG Diploma program.
I would also like to add here that your career growth would depend more on your own capabilities and how you use the knowledge earned rather than the level of the degree or diploma you have.
Hope this will be of help. . F

Almost all higher education institutions are funded by Federal and State Legislations. German and international students who study in Germany are not charged tuition fees, if able to get the DAAD scholarships However, there are some private institutions of higher education and some state institutions offering courses for which fees are charged and that is very nominal usually 500 Euros/ sem.kindly contact the university for exact details.
Hope this helps!
