Dear Binayak,Yes there is difference between open learning and distance learning.
Open learning is provided without any preliminary qualification and experience. Where as Distance learning is mode of providing programs credit based through distance learning , study material , online or correspondence etc.
In open learning credits are not given, that means non-credit based system and offer no diploma or degree.
Open learning programs is based on your age criteria and not required any prerequisite qualification it is just for the professional development.
Even Though Open learning is purely non-credit based system, many Institutes and universities in India offer open learning programs that too at degree level . for Example IGNOU or many universities offer graduate degree to students who has not cleared 10+2 just merely on the age criteria (One should be above 18 years )
Where as for Distance Learning degree programs eligibility is similar to full time regular course, that is 10+2 is mandatory

Eligibility Criteria for GATE :
- Candidate should have Bachelor's degree in Pharmacy, Engineering, Architecture or Pharmacy. Final year students can also apply for GATE.
- Candidate should have Master's degree in any branch of Science, Mathematics, Computer Application, or Statistics. Final year students in these streams too can also apply for GATE.
- Candidates who have obtained a professional degrees equivalent to B.Tech or B.E recognised by UPSE or AICTE can also apply. The usual courses are AME by ICE(I) and AMIE by IE(I).
- Candidates who have passed Dual degree program or 5-year Integrated Masters degree program or 4-year Integrated Master's Degree Program (after B.Sc) in Engineering or Technology can also apply for GATE.

Eligibility Criteria for UGC-NET :

Candidates who have secured at least 55% marks in Master's Degree OR equivalent examination from universities/institutions recognised by UGC in Humanities (including languages) and Social Science, Computer Science & Applications, Electronic Science etc. are eligible for this Test. The Scheduled Caste (SC)/Scheduled Tribe (ST)/Persons with disability (PWD) category candidates who have secured at least 50% marks (without rounding off) in Master's degree or equivalent examination are eligible for this Test.

Candidates who have appeared OR will be appearing at the qualifying Master's degree (final year) examination and whose result is still awaited OR candidates whose qualifying examinations have been delayed may also apply for this Test. However, such candidates will be admitted provisionally and shall be considered eligible for award of JRF/Lectureship eligibility only after they have passed their Master's degree examination or equivalent with at least 55% marks (50% marks in case of SC/ST/PWD (Persons with disability) category candidates). Such candidates must complete their P.G. degree examination within two years from the date of NET result with required percentage of marks, failing which they shall be treated as disqualified.

The Ph.D. degree holders whose Master's level examination had been completed by 19th September, 1991 (irrespective of date of declaration of result) shall be eligible for a relaxation of 5% in aggregate marks (i.e., from 55% to 50%) for appearing in NET.
