Hi Suchismita,
German Universities require 13 years of education, so you cannot apply directly after class 12th. You can apply to a German University after meeting one of the following:
1. Complete the first year of a Bachelor program from a recognized university in India in the relevant subject field.
2. Clearing the IIT JEE.
3. Passing the qualification assessment examination in Germany called Feststellungsprfung.
The fee is very low and national universities are free. The universities are charging around 500 Euro for a semester.
