How physical education and computers can be given as options ? I think today's generation do not have problem with their IT skills as they get to learn it naturally and at much early age. My advise is that you should keep physical education as this will give you a better body and mind while computer you will get to learn , anyway.

Once you complete your diploma, you will be eligible for technician posts in all government sector jobs. In government jobs, Gap in studies are not considered but they give maximum age up to which you can apply. The maximum age for general category, in most cases is above 28 years except defense jobs. But again for recruitment purpose in Ordinance factories and Base Repair Depots of Air Force, age limit is up to 28 years.

Managing graduation in environmental science and fashion design course together will be strenuous task as both will be different and demand proper time. So, it is up to you to decide whether you can balance both. Opt for both together ONLY if you feel that you can manage.
Secondly, two regular courses can't be pursued, one should be regular and the other should be distance / short term certificate course. Accordingly, you may go for graduation and pursue short term fashion design course afterwards.
Decide sensibly before opting for both the courses.
