In Japan, there are different types of scholarships. Some are given by the universities while some by the government. You can apply for scholarships during admission or after enrolment. For more details, visit the following links-

You can pursue M.Sc maths in distance mode from IGNO (Indra Gandhi Open University). There is no entrance but admission is on the basis of merit and you can also do it from Delhi University on private basis but there will be no classes and admission will be without any entrance.

From my point of view, Noida is not a very wise option to pursue engineering and if you are going for a private institution in Noida, JIIT is good. Otherwise, every college is average or below average. You can opt for a better college in any other region.
