For M.Tech, GATE is necessary. Otherwise, most of the universities conduct their own entrance exam. Mostly, all the state universities conduct their own entrance exams. You can take AMCAT and E-litmus tests to get a job in the IT industry.

Since you are in class 10th, please focus on your studies, complete your 10+2 and then probably you can apply for Bachelor's degree programmes abroad, but till class 12th you need to work on your studies and prepare for the entrance tests like SAT, TOEFL or IELTS, etc. If you are determined for a bank job, you can apply for Bachelor's degree programme in commerce, economics etc. Aim for an MBA or MS degree in banking and financial services later. Since, getting a job abroad for an international student is not easy, you must develop your skills and resume from now onwards, so that they hire you when the time is right.

Ideally, B.Tech is more oriented towards the practical application, whereas, BE is based more on the theory, but in India, there is almost no difference since you end up having the same the same syllabus.

Every year UP state government conduct its own entrance exam for diploma holder. Do study then you will get good rank & you will get govt. College whose fees is approx 12k per year. Merit will be on entrance exam result base not on % base.
