Generally, transfer is possible in the first year and that too within the university from one college to another. Transfer from one university to another university is not possible.
Keeping your concern in mind I would suggest you to contact the officials of both the colleges for specific and updated knowledge regarding the transfer norms as the procedure and criteria differs from one college to another.
