After 2 years, it looks bit difficult. Take the help of the new college where you intend to join & if they have vacancy in your branch. Ask them for guidance that how can I go ahead with changing process? Problem is, your present college may ask you to pay total course fee before relieving you. Also take the help of the university to which your old & new colleges are affiliated to.
This become possible only if your present & new colleges are affiliated to the same university.

The candidate must possess a Bachelor's Degree/Candidates pursuing their final year of graduation can also apply.

Eligibility criteria for getting admission:
Candidates who have successfully completed 10+2 examination from a recognized Board are eligible to get admission in the B. Sc degree course at the college. They must get qualified in the test conducted by the institute itself in order to get admission for the B. Sc degree.

First of all, check if college / university has AICTE approval?
http://www.aicte-india.org/downloads/Approved Institute List 14-15 with PerId.pdf
Check the reputation of the college by checking following parameters -
If college has got good reputation not only among that state but nation wide & also has tie ups with reputed foreign universities?
Check their placement records for past few years. Check if more of core companies are also visiting or just bulk recruiter IT companies?
DO talk to its past & present students about their experience with college.
Check the quality of its educators & teaching experience.

The placements of all the branches happen together, it is the criteria of companies that segregates between various branches. PGDM being the flagship course, I wouldn't say better placements, but that makes the placements of PGDM General and IB at times of different tastes.
But you should dig up your interest prior to making the decision of your life. If you are inclined towards International Management, then you should go for IB, without brooding much over variations between the average packages of both.
