Yes there are universities which offers engineering course without JEE. Universities like JNU, BHU, Lovely Professional University etc conducts their own entrance exam and gives admission on the basis of marks scored in that test. So, you can give entrance exam of these universities and can get admission and scholarship too if you score well in the exam.

Hello Vishnu,
There are not many good institutes which offer admission on the basis of board merit, a few which are pretty reputed and fill few seats through board merit counselling are:

University of Petroleum & Energy Studies, Dehradun
Coimbatore Institute of Technology
Manipal Institute of Technology (MIT)
Nirma Institute of Technology, Ahmedabad
SRM University, Chennai
But I would suggest you to sit for entrances like BITSAT, UPESEAT, SET etc as admission though board merit is quite difficult in good institute. You can check further details on official websites of these institutes. Good luc

Apply to other B-schools: While you may have missed the deadlines for some B-schools, there are still several other B-schools that accept CAT scores and may have extended deadlines. You can research and apply to these B-schools to increase your chances of getting admission. Consider other management entrance exams: Apart from CAT there are several other management entrance exams such as XAT MAT CMAT etc. That you can take to increase your chances

The pgdm which is approved by aicte is equivalent to mba. There is no demerit if it doesnot have any extra accreditations. You should keep in mind that the college should have good infrastructure, faculty strength, placement record and market acceptance. Accreditations from AIU is an extra advantage fr the college. All the best. Thank you.
