I don't think that there are any Institutes exempting you from papers in lieu of passing CA PCC, this possibility probably is there if you are planning to do CWA or CS.

Let us put it this way, more than increase the chances of going abroad,the IGSE/CIE background can surely add value to your application.However,what matters more is how well you have performed within IGCSE/CIE circle.Your academic performance,noteworthy extra curricular,if any, test scores,if applicable,recommendation letters,if applicable add weightage to your application.

2. Qualifications: A candidate must have a 4 year degree in Civil or Mechanical or Electrical or Automobile engineering and must have had a continuous service of 5 years in the department or same field.
