Technically ICAI does not allow you to pursue any other course along with CA. So you must get a No Objection Certificate to enrol for additional CS. Moreover, with different subjects to study it may become very difficult to study both programs simultaneously.

# Eligibility Criteria to pursue Genetic Engineering :
The basic eligibility criteria for a graduate degree is 10+2 or equivalent examination, with Biology, Chemistry and Mathematics as well as genetics as part of the biology
OR
a bachelors degree in science or molecular biology.
Most institutes do not offer it as a special discipline but as a subsidiary in biotechnology, microbiology, biochemistry.

First of all I would like to tell you that you have posted your question in a wrong domain you should repost your question in foreign domain. Secondly, as Shiksha is an Education portal which believes in giving unbiased opinion it would be unfair on my part to give my personal opinion on any one of the Institutes. However, out of these, Cardiff, University of Greenwich and University of Bedfordshire, these are the good options but I would also suggest you to weigh all the positives and the negatives of a particular Institute.
First and foremost, the recognition of the Institute, the course curriculum and the study material, the infrastructure, the faculty (their educational background), the placement, last but not least Institutes reputation in the job market. This will give you a real picture about the institute.
