If it is so then I advice that first of all work on your English written and oral skills. secondly, any coaching center can send you the study materials but eventually you have to give at least 6-8 per day for at least a year before you can attempt pre-lim IAS exam. You can give entrance for that like CAT, XAT, IIFT, SNAP, MAT, CMAT preparation.
