Admissions office has a way to estimate the waitlist numbers. Even previous years movements are kept in mind while releasing lists. Certain conversion ratios and statistics are present with the office that they use to estimate.All colleges do that. That's how it works.
In the first list, total 147 students had accepted the offer before 19th of May. Also the movement has been quite unpredictable. Here is the list of 2nd announcement.

With 86 marks in ComedK, you will get good colleges like Siddaganga Institute of Technology, etc. But getting CSE is a bit difficult in these colleges, however, you can get ISE branch in many good colleges.
