Yes, you may surely pursue two post graduate degree course simultaneously. Provided you pursue:
1. One course through distance education and the other through full time mode.
2. Two different course from two different universities through distance education.
Please note that you cannot pursue two full time course simultaneously, and you cannot even pursue two different course through distance education from same university.
So as per your query you may surely pursue MBA through Full time and M.Sc in Applied Psychology through distance.
