Please find my comments for various countries below:
US - The budget you need to consider for Masters course should ideally be 20-30 Lakhs as Masters course in the US are for a two year duration. In order to apply to a US University you need to get the affidavit of support from your sponsor along with bank statements specifying that you are capable of meeting your total expenditure for overseas studies.
Germany - I guess the best option for you to be to explore Germany as an option as German Universities offer world class courses related to engineering. The point to bear is that you need to have strong German language skills i

In order to pursue MBA from US you need to have :
1. Undergraduate degree with (60%-70% plus marks in graduation )
2. Full time work experience of 3-5 years after graduation.
3. High score in GMAT (500- 600 plus).
4. TOEFL score of (90-100 plus) or IELTS score of (7-8 band plus).
However please note that the eligibility criteria for admission may differ from one university to another.
So as per your query I would suggest you to work for some years and gain relevant work experience and then opt for MBA from good US Universities.
For your reference find below some of the finest universities in US to pursue MBA
Harvard Business School.
