If you are determined to get into CSE in any IIT then you should take a drop.
As your rank is also not good go get admission into any IITs, so you must have to do something either taking a drop or taking admission into some of the private colleges.

Of course, you can go to USA but the 2-years of your education will go vain. In some cases you will need to be answerable to head of intituition in USA if you have joined there.
