I would suggest NIT-Suratkal. You must have used your first year to find out a broad field of interest and your second to find topics which you are passionate about. For this, use the internet or talk to your seniors and batch mates. Once you are at this stage, find out which of your seniors/batchmates are working on the same topic and ask for help to start off.

Purely depends on you, your hard work and your preference. Since you are from mechanical, as a fresher, if you are gifted and skilled, you have a vast boundary but if you are a little bit on the downside, then you will be in a problem. Take GATE and get a good score, and SAIL, BHEL, etc. will be ready to take you. SIT has a good placement record, but for mechanical- nope!

First of all, I would like to tell you that both the colleges are not good enough to have core electronics placement. (That is the worst part of this field). It's good for students who want to pursue Masters or M.Tech. If you are looking for a job after BE, then you will have to compromise and work in IT industry. Both branches can appear for Telecommunication placements but EXTC has better cards there. Think twice before taking these fields. But if you have only two options, then choose Somaiya.

You could try for counselling but it would be quite difficult as MS University is one of the top institutions for architecture through NATA entrance examination. Your Boards percentage is quite low and you are not having state quota too.

After Diploma, you can only do Post Diploma. Post Graduate Diploma is done after the Under Graduation. Also, Graduate Diploma is just Diploma and not a degree.

Most of the colleges don't look at the ST rank. Since your general rank is very low, it is very hard to get admissions into good private colleges.
