It would completely depend on the University and the Education regulations of the particular country you are applying to. I don't think there is any problem by writing in ball pen probably there is some colors which you can not use in legal documents which is red I suppose.

It would completely depend on the Universities you are applying to as generally the Universities want the student to have graduation degree which is either UGC or AICTE recognized, so you may have to prove the equivalence of your degree.

This Diploma can lead you to two options one that you look for job opportunities in your area. (As you have not mentioned the core stream in which you have done your instrumentation diploma it would be difficult to tell you about the kind of jobs you can get). Although, you may get a college with the scores mentioned above but firstly it won't be a top rung college and secondly, you may have to choose another branch as, CS/IT has a very high ranking in most of the colleges. This is based on the information of last year cut offs. You can check with University Institute of Technology, (Barkatullah University), Acropolis Institute of Technology & Research, Adina Institute of Science & Technology, IASSCOM Fortune Institute of Technology etc.

As RKGIT is one of the good Institutes under UPTU it would be difficult to say whether you would be able to score a seat or not as your rank is not very high, but as the cut off ranks keeps on changing every year you can definitely try for this Institute.
