Lateral admission to 2nd year of engineering after Diploma is invariably restricted to the students passed out in that state. It's normally based on marks in Diploma, but some states conduct entrance exam also.

Yes,you can pursue your B.Tech abroad after your diploma which is considered by many countries like USA, Canada, Australia and many more. But, there are few countries like Germany which do not accept.
