Hi Somesh, its a tedious job to change the college after first year but it is POSSIBLE. Keep following points in mind,
Both the colleges must be under purview of same University.
College in which you wish to join should have vacancy in civil branch.
If you have scored well in your first year, things become easier.
Contact & take the help of the new college where you wish to join, they will guide you or contact University admin directly.
