Yes, you can take admission in diploma engineering. But, you have to clear entrance examination and after completion of your 3 year diploma, you can take lateral entry in B.Tech in 2nd year.

BDS is a clinical programme. When you go to Canada or UK or any country. First, you have to register your selves in the dental council of that country and then only you will get admission in any Masters programme. IELTS 7 Band in all components is one of the criteria for registration. You can for any non clinical programme and while doing this programme you can prepare yourselves do the dental council registration and then you can do your Masters.
