Hi,
I believe that you have finished your class 12th/Schooling after which you took a gap of a year and you wish to join college now. There will not be any problem in applying to college. Just make sure that you check the prospectus online and read the guidelines before applying to college. In general there is no problem at all for dropper.

You have a good chance of admission in BIMM. Gaps in education is not an issue until and unless a company which comes for placements asks for a maximum age limit or looks in touch gaps before recruiting.

Yes, you can do MS in information security or cybersecurity from Germany. Well in Germany there is no tuition fees so you only need to think about living expenses and others. First you need to give English Efficiency exams like IELTS or TOFLS and sometimes colleges also ask your German language skills so you need to give German language exam too.

All candidates who have cleared Class XII exams in Science stream in 2017/ 2018 fulfill IISER Entrance Exam 2018 eligibility criteria. Yes, you can. But, I strongly recommend to you to opt a Bachelors programme. Either, you can go for BA in TV and Film Production or BA in Journalism and Mass Communication. Both the courses have Photography and Photo Editing.

Yes, government seats are available for DCET holders. Please specify your reservation category, because government seats are reserved for certain reservation category. Only few government seats are available for general merit. You have a good rank, so you will get in Don Bosco.
