Yes, you can apply for education loan but only after you have secured admission in the target university. While approaching for loan, you will require to present admission letter, fee details on institute letter head, affiliation & government recognition, Passport & VISA copies, asset papers in India which must cover the loan amount. Bank can give loan for tuition fee, book fee and hostel charges but on yearly basis. After you submit, your 1st year results, then only second installment will be released by the bank.

In order to improve your English you may do the following things:
Start reading good English magazines and news papers, and while reading underline the words for which you do not know the meaning, then refer to the dictionary and find out the meaning of the word.
You should start watching English news channel, this will help you to know,how to modulate your voice while speaking.
Make a list of frequently used words that you find difficult to pronounce and ask someone who speaks the language well to pronounce them for you.
Read aloud in English for 15-20 minutes every day, this practice will help you to pronounce the words correctly.

Preparation requires combination of smartness and hard work. Do the right things to gain an edge over your competition:
*Get the right books for Prelims
*Start preparing at least 10 months before
*Solve past year questions to test yourself on regular basis
*Cover the scoring sections early
*Cover the syllabus strategically. Don't go for a "prepare all" approach for prelims
*Balance paper 1 and 2
I would suggest you to spend quality time everyday by reading journals, magazines, newspapers, etc. You may also refer the books below:
