Please start by self-study. Purchase books like "Speedly English Speaking Course" or "Rapidex Course". Both are in Hindi, and will teach you day-to-day English -both written and spoken.
Thereafter, get yourself registered for a distance education graduation course.I agree with Anjani that IGNOU is the best.
Also get a good book on Business Communication, and start reading it.
For starting English conversation, try to imitate English Newsreaders on Doordarshan Channel, and start reading English Newspapers aloud, in their style.
