Being a CAT trainer for over 15 years, I suggest, you look at scoring a minimum of 98 percentile in the CAT exam. You have not made a mention, as to whether, you have registered for the CAT exam, scheduled to be held in the month of November this year. Most of the top B Schools prefer CAT scores. If you have registered for the CAT exam, give it your best shot. You should also contemplate on giving the Xaviers' Aptitude Test (XAT) exam, scheduled to be held in the month of January 2016. Most of the B Schools in the top 50 accept CAT \ XAT scores. Kindly bear in mind, that both the CAT and XAT exam, is held once a year

No, you won't get the admission in top MBA colleges as your degree of BBA is in distance mode. Though it will be valid for Employment but as such generally it won't be considered by almost all the Universities for higher educations.

Yes, you can do E-MBA. But one year MBA degree is not recognized or considered in many organizations. As per UGC there is no concept of Exec-MBA of one year.
For relocating your job, there won't be nay hurdle from your current job experience. Many IAS & IPS officers have joined private companies.

You can check out UPES,Dehradun, CSIT College, Symbiosis Law College, Bharti Vidhyapeeth etc to pursue this course. Among these colleges UPES Dehradun provides B.Com LLB (Hons.) with specialization in Taxation Law and its a 5 year integrated degree program so if you've just completed your 12th then its best university to pursue integrated course in this specialization.
