Lateral entry scheme is available for diploma holders. It is not applicable in your case. What you can do is to seek NOC from your college and if seat is available in your target college then you can switch over but generally, if universities are different then the question of new enrollment may create problem. Therefore, this issue can be resolved only if you personally visit and talk to admission counselor of the college where you are seeking admission.
