One must be aware of CSIR NET exam pattern as every section has negative marking. Part A 0.5 mark will be deducted on each wrong response
Part B- 0.5 mark will be deducted on each wrong response

Your query is not clear. But from what I understand, he has completed his course at the University. Most universities in India have allotted a definite period for a student to complete/clear their backlogs after course completion. If the candidate is able to do that in the defined period, they will receive their degree certificate.

Scholarships vary from college to college and based on numerous other factors. It's hard to say without any information. Almost every college offers some sort of scholarships, either through central grant, state grant, private donations, NGOs etc. But, the eligibility is only known by the college.
