Hi,
Now a days almost all the banks offer education loan to students, to pursue their education in India or Abroad.
The banks offer maximum loan of Rs 10 Lac for education in India and Rs 20 Lac for education abroad.
The repayment period vary from 5-7 years.
The bank do not ask for any collateral security up to the amount of Rs4 lac, but if the amount exceeds Rs 4 lac then the bank will ask for collateral security.
The repayment of the loan amount starts after 6 months of completion of course or after 6 months of getting job, which ever is earlier.

Well yes your friend can go for M.TECH as the key to enroll in the program is GATE and for writing this prestigious exam, minimum eligibility is either B.TECH or MCA from a recognized university.

Well I would like to bifurcate your post into two:-
1. Assuming from your query, that your major concern being placements, I would say that whichever college you may opt for, apart from the assistance from the placement team you need to make your own efforts as no institute can guarantee you that as it entirely depends on your capabilities and utilization of skills at the right time.
For the same, I would advice you to start working on traits like confidence, communication, personality development, current affairs, time management as these are very important to strive out in any organization with flying colors whether you do full time or through correspondence.
2. Practically speaking, it is not easy to switch over from one college to another until and unless the reasons are genuine. Yet you may try as there are many colleges and universities that offer lateral entry. For the same, contact the officials at Mumbai University & Sikkim Manipial University as they would be in a better position to help you.
Else I may also suggest you with- There is an education body called NCC Education that give credit to your every level of education. So your one year would not go waste rather would be taken as Diploma so you become eligible for 2nd year as per their rules. They offer both part time and full time options. Universities in US, have 2 admission intake in a year, namely:
Fall (September) intake.
Spring (January) intake.
The application deadline for all the universities for Spring intake is over, so you can apply for next intake i.e Fall (September) 2012 intake.
Scholarships are competitive and awarded to the most deserving students. At the graduate level you can get funding in the form of graduate assistantships where you work or research with professors. In exchange you may get your entire/partial tuition fees waived, and get a monthly stipend to cover your living expenses. Such awards are very competitive. Universities abroad consider various factors such as previous academics, entrance test scores, work experience, application documents and so on while assessing an application for admission and scholarships; hence, it is important to have a well-rounded outstanding profile.
