Dear Allen, SAT 2 also known as SAT subject tests are tests in particular subjects such as math and science based on your academic interest and to demonstrate your strength in a particular area.SAT subject tests are optional however Ivy Leagues in USA require these tests in addition to the general SAT. For part time PhD you should have at least two years of experience and the course work can be done in weekend or another way is that you can join regular PhD and complete your course work and after that you can do your PhD as a part time.

Yes you can apply for Delhi University. Cut off of North campus is slightly less. So many colleges offer admission with less percentage of marks so you should apply according to your marks. All the best

Yes, you can pursue BCA. The minimum percentage required for admission into most of the colleges for admission into BCA is 45% in class 12th, which in your case is 58% then you can easily get admission into BCA without any problem. I think you are not get the cutoff marks in general category so you are not eligible to apply in NITs abd government colleges as my knowledge however you have very good percentage so you have a great chance to get good colleges.
