I dont suggest to join a graduation programme in animation , I have noticed, in above 80% of the cases , there are issues if you join a graduation in animation, due to miss communication or lack of communication between an institution and University .
It is really tough to directly comment on any institute best or not or answer which is the best institute in a city or country , especially in INDIA for domains like web designing, animation and VFX/editing/post production or gaming etc. where many institutes offer many types of courses for different duration for almost all the same pipeline .
