Admissions to BA or, for that matter, any graduation in arts, commerce or science is university dependent. In DU, it's centralised while in many universities, it's college-centric. So, please check under which university do the colleges at the place of your residence come, and act accordingly.

After completing commercial pilot license training and clearing CPL exams conducted by DGCA, you will be issued a CPL License by DGCA.
The minimum eligibility for doing this training is 12th with PCM 50% marks.
Your engineering degree shall be an additional qualification but will not add in any way for the issue of CPL. Although it shall find a place in your CV.
