The medium of education in US universities is English, so all the international students whose first or native language is not English, have to take TOEFL test to prove its English language proficiency.
TOEFL has 4 section namely:
*Reading
*Writing
*Speaking
*Listening
TOEFL (Test of English as Foreign Language) is of 120 marks, and all the good universities requires 80-90 plus score.

Yes you can learn it while pursuing your Masters. But as a friend I would suggest you to go for a German language course before you leave for Germany or pursue your masters. Reason being, it will help you t find a part time job. A student in Germany can work 90 full days or 180 half days.
German is not a difficult language and you can learn it in 4-5 months.
