Indian Universities are bound by the closing date of all admission, as fixed by UGC and Govt of India.
It was 15th August to 16th August, as I got to know.
I shall request that, you check it out on Private University websites, like Amity and LPU or CU.
Admission in Government Universities are certainly over.

You may purchase GATE previous years online from amazon or Flipkart. Or, download them one by one for every year from google (GATE. Iitg. AC. In). Solved papers are also available online. All the best.

Sorry, but you can't apply for KVPY. There are 3 streams SA (in 11 class), SB (in 12 class), SX (First year of Bachelor course), but you still have other options, like if you will be able to get admission in integrated Ph.D course, then you can get a fellowship from the institutes, but there are few institutes who give this fellowships.
