Board of Higher secondary education, Delhi is not recognized by Delhi University and Directorate of Higher Education, Himachal Pradesh. There would be many more who may not recognize this board. I suggest must fill up CBSE board 12th exam form as private candidate and re-appear again.

The candidates whose post-graduation subject is not covered in the list of subjects in item No. 9, may appear in a related subject. and agreeing to Ritika's point. IBS calls all the students with CAT scores above 75 percentile and IBSAT scores above the cutoff. Based on the overall score reached at by including GDPI scores, academics etc. candidates are allotted different IBS colleges. Top ones will get IBS Hyderabad followed by Mumbai and so on.

ya sure. u may start ur lateral entry from 2nd year of engineering. Even real Engineering starts from 2nd year onward and it also doesn't harm ur past studies. Biomedical future is very bright in coming years. Many companies like WIPRO recruit biomedical engineers and u also sustain a knowledge of programming language which is an add-on to ur profile. so go for it !
